I think you should do what comes to mind, in order.You force yourself to finish one idea, before starting another. Unless, the idea you're working on sucks and you decide to stop it.

I say ... A cartoon about mindless violence , and by that I mean say an innocent infant wonders into a military, or dangerous setting, looking for perhaps a teddy bear, and kills strong dangerous men, unmistakably and obviously looking for the departed cherished item. Just an idea ! :)

Ok, I'm trying to think of some kind of clever way to say my choice.
Well, first of all, generally, combat in an action enviroment isn't the sort of thing that creates a laugh riot, like the Blockhead series. (Mohinder kinda... failed.) Being as I love humor, and, although combat can be cool and nice to watch, it's certainly not as entertaining as something with a real plot.
So, I say, go for the character development in a dark world. Whatever you do with that idea (if you do go with my choice), I'm sure it would be certainly much better with some good humor. Yay, humor.
And, since I don't really like the idea of either of those, lemme say this: I say you combine humor, character development, and combat all in one movie. It'd be way better than something with just one of those. The resulting flash will be godly.

dark Villanous characters sounds good, if theres a large battle between them, and mercinaries, and police, all at once. ( i mean a battle like armies, not 4-20 pwople fighting, u know, like a henchmen war)
